There are two screenshots one above the other.  They are nearly
identical.

Major Motoko Kusanagi is sitting on a boat deck, looking off the edge
of the boat into the water.

Tokyo's skyscrapers are blue in the background, glowing with spectral
yellowish green light.

The scene takes place after Major Kusanagi resurfaces from a deep
water night dive in a Tokyo bay.  Her second in command squad member,
Batou, just asked her about her experiences down there.

On the top screenshot she says: "I feel fear, anxiety, isolation, and darkness."

On the bottom: "Sometimes I feel hope."
